Local means the lender’s own website puts its office in Maricopa and Pinal counties (the Phoenix-Mesa-Chandler metropolitan statistical area), or names a city in that area. We list a lender here if it works in 10 or fewer states including Arizona, or is based in Arizona and doesn’t publish a state list (lenders in more than 10 states are on the nationwide list).

DSCR math, worked through

This is an example, not a quote. The rate, down payment and monthly tax, insurance and HOA figure are assumptions we chose to show the math; they are not market data or any lender’s terms.

A DSCR (debt service coverage ratio) loan is qualified on the property’s rent: DSCR = monthly rent ÷ monthly payment. Here’s the math using Phoenix figures from the data box above.

InputValueWhere it comes from
Purchase price$440,900Median home value, Phoenix-Mesa-Chandler metro (2020–2024 (ACS 5-year), U.S. Census Bureau)
Down payment25%Assumption for this example
Loan amount$330,675Price minus down payment
Interest rate7.50%, 30-year, fully amortizingAssumption for this example, not a quote
Principal and interest$2,312 a monthStandard amortization formula
Taxes, insurance and HOA$400 a monthAssumption for this example
Total payment (PITIA)$2,712 a monthPrincipal and interest plus taxes, insurance and HOA
Monthly rent$2,287HUD Fair Market Rent, 3-bedroom, Phoenix-Mesa-Chandler, AZ MSA (FY2027 (effective October 1, 2026))

DSCR = $2,287 ÷ $2,712 = 0.84. Under these assumptions the rent does not cover the payment. The rent would need to be $2,712 for a DSCR of 1.00 and $3,390 for 1.25.

Each lender sets its own minimum DSCR, rate and down payment. Compare DSCR lenders that serve Arizona for published minimums.

Local rules investors ask about

Short summaries with the official source for each. Rules change, so read the source before you act. This isn’t legal advice.

  1. Register rental property with the county assessor

Arizona requires owners of residential rental property to register it with the county assessor. Owners who live out of state must name a statutory agent in Arizona. The county can charge a civil penalty for unregistered rentals.

    Source: A.R.S. § 33-1902. Checked Oct 17, 2026.

  2. No city rental tax on long-term residential rentals since 2025

Starting January 1, 2025, Arizona cities and towns can no longer charge transaction privilege tax on residential rentals of 30 days or more. Short-term rentals (under 30 days) still owe transaction privilege tax.

Source: A.R.S. § 42-6004(H); Arizona Department of Revenue residential rental guidance. Checked Oct 17, 2026.

  3. Phoenix short-term rental permit

Phoenix requires a permit for each short-term or vacation rental. The permit fee is $250 a year, and operators need a transaction privilege tax license, county assessor registration and liability insurance of at least $500,000.

Source: Phoenix City Code §§ 10-195, 10-196; City of Phoenix short-term rental registry (code text). Checked Oct 17, 2026.

  4. Scottsdale short-term rental license

Scottsdale requires an annual license of $250 per property for rentals of less than 30 days. Owners must notify neighbors, carry at least $500,000 of liability insurance and register the property with the county assessor.

Source: Scottsdale City Code, Chapter 18, Article IX (Ordinance 4566); City of Scottsdale owner and operator information. Checked Oct 17, 2026.

  5. Trustee’s sale timeline on a deed of trust

In an Arizona trustee’s sale, the sale date can be no sooner than the 91st day after the notice of sale is recorded, and the notice must also be posted and published. Hard money loans here are usually secured by a deed of trust.

    Source: A.R.S. § 33-808. Checked Oct 17, 2026.

Phoenix hard money lender FAQ

Answers use only the data on this page: lender counts, public market data and official rules.

How many hard money lenders are based in the Phoenix area?

19 lenders with published terms and 8 more we’re watching have an office in Maricopa and Pinal counties (the Phoenix-Mesa-Chandler metropolitan statistical area) or name a city there on their own website, as of October 17, 2026. Another 1 lenders that serve Arizona are based elsewhere in the state. Lenders that work in more than 10 states aren’t counted here; they’re on our nationwide list.

How does LenderTracker decide a lender is local to the Phoenix area?

We use only the lender’s own website: the office address it publishes, or a page, service-area list or funded-deal post that names a city in the metro. Every local tie on this page links to that source and shows the date we checked it. The lender must also meet our Arizona rule: it works in 10 or fewer states including Arizona, or is based in Arizona and doesn’t publish a state list.

What is the median home value in the Phoenix area?

The Census Bureau’s 2020–2024 American Community Survey puts the median owner-estimated home value at $440,900 for Phoenix-Mesa-Chandler metro; $420,700 for City of Phoenix. Redfin reports a median sale price of $469,000 for the Phoenix, AZ metro area in May 2026. Sources and retrieval dates are in the market data box on this page.

What rent can a rental property in the Phoenix area expect?

HUD’s FY2027 Fair Market Rents for the Phoenix-Mesa-Chandler, AZ MSA are $1,734 for a 2-bedroom and $2,287 for a 3-bedroom, effective October 1, 2026. The ACS 2020–2024 median gross rent is $1,702 for Phoenix-Mesa-Chandler metro. Fair Market Rents are HUD’s benchmark for voucher programs, not an appraisal of a specific property, so get a rent estimate for your address.

Do I need a permit for a short-term rental in Phoenix?

Phoenix requires a permit for each short-term or vacation rental. The permit fee is $250 a year, and operators need a transaction privilege tax license, county assessor registration and liability insurance of at least $500,000. What loan sizes do local lenders in the Phoenix area offer?
